Copy of the official Madison Common Council resolution, #42,209, naming Arcatao Madison's first sister city. The resolution was authored by Rosa Escamilla, our first Latinx council member and was passed on April 1, 1986. The “Whereas” section makes for powerful reading as Madison calls out the US government for being "intimately involved in the conflict in El Salvador." Along with Billy Feitlinger, then council president, future mayor of Madison, Sue Bauman is one of the supporting alders. Bauman was Mayor of Madison from 1997-2003 and the first woman to hold that office. Mayor Bauman visited Arcatao in 1998.
